Among his responsibilities, Dr. Shoemaker has served as a senior corporate team leader and has led corporate peer review teams. Before his work with INPO and WANO, Dr. Shoemaker spent approximately 15 years with Carolina Power & Light, an organization that later became part of Progress Energy and Duke Energy. From 1980 through 1995, he served in various roles that helped establish the foundation for his expertise in nuclear operations.

In 1983, Dr. Shoemaker earned credentials as a Senior Reactor Operator for a Westinghouse pressurized water reactor, a qualification he maintained through 1995. The experience provided an important foundation for a career that would eventually expand from plant operations into training, accreditation, peer review and organizational leadership.

Dr. Shoemaker complemented his extensive technical experience with a significant academic background. He earned a Bachelor of Arts in physics from Thomas More University in 1979, followed by a Bachelor of Science in mechanical engineering from the University of Kentucky in 1980.

As his career evolved toward organizational and leadership responsibilities, he continued his education at Nova Southeastern University, earning a Master of Science in organizational leadership in 2012 and later completing a Doctor of Education in organizational leadership in 2022.

The combination of physics, mechanical engineering and organizational leadership has given Dr. Shoemaker a multidisciplinary perspective encompassing both the technical and human sides of complex organizations.

Continuous professional development has remained an important component of his career. He earned the Project Management Professional (PMP) credential from the Project Management Institute in 2005. His additional professional training has included certifications through the National Academy for Nuclear Training, including INPO Event Investigation, INPO Facilitator and INPO Instructor designations.

He also achieved the designation of Distinguished Toastmaster (DTM) through Toastmasters International in 2013. Together, these credentials reflect expertise extending across engineering, nuclear operations, project management, training, communication and leadership.

One of the defining themes of Dr. Shoemaker's career has been the development of other professionals. In 2022, he also received recognition as a Kentucky Colonel, an honorary appointment bestowed by the Governor of Kentucky.

His professional affiliations have included organizations such as the American Nuclear Society, the Project Management Institute, Golden Key International Honor Society and Delta Epsilon Iota Academic Honor Society.

Dr. Shoemaker's commitment to leadership and service extends beyond his professional responsibilities. His community involvement has included religious service as a deacon and Sunday school teacher as well as support for charitable organizations including the Atlanta Community Food Bank and The Salvation Army.
